If exchange rules don't apply then why did Oslo give us an ex-date today?
Because Merkur - although being a silly market - is controlled by a proper stock exchange, unlike OTC It does seem that SIAF wasn't planning on PRing the distribution on either of the markets, but Oslo Børs forced them to. And once they were forced to issue the PR, they had to declare the ex date there as well.
I'm not going to say that I am certain that we will not get an ex date from FINRA, not that we will not have two different ex dates, but I will not be overly surprised if we never get a PR with an ex date on OTC
