I'd be very surprised if they've actually received $7B in investments, or even have signed commitments to $7B, otherwise I think we'd be alerted to considerable (news-worthy) activity from Delfin by now. Would funding precede the FID (which we've not heard nought on...)?
The project remains extremely quiet w.r.t. news, which suggests to me they’re still aligning their ducks, including sales contracts, engineering, costing and ultimately the FID which is based upon those variables.

Possibly, the author of this light on details piece has sloppily misconstrued the following line from Delfin's website and presentations: "The estimated total investment for the Delfin LNG project is close to $7.0 billion", to mean they've actually got $7B funding in hand for the project.
