Just a little DD would provide a clue as to how likely Mal's latest funding announcement is to be realised. This might help (it's not exhaustive):

Empire (through Mal's sock puppet Chris Foster, cadger of drinks in London wine bars)) announces a private international investment company to provide an initial $13.5 million within two months leading to $45 million to TOGA. 9/26/18

"Empire has sold a 49% stake in return for USD $5 million funding... Empire is also intending to develop its FASER (Force Amplification by Stimulated Electron Resonance) technology... based on the device's ability to stimulate a Bose-Einstein condensate and excitation of the Frolich resonance in living tissue." 6/3/11

"Empire intends to offer an unsolicited proposal to the US Navy for 5.5 million B/yr of JP-5 (10% of Empire’s total Tasmanian, as yet, undiscovered potential resources [UPR]).
