Even if they were growing hemp, which has a very low THC ratio to begin with, isolating the CBD would be no trivial feat. If they were just boiling/squeezing leaves and evaporating down to a concentrated stock, it would be wildly inconsistent and contain impurities.

On the other hand, to actually isolate the CBD, they would need a machine, probably an HPLC (high performance liquid chromatography), which would cost about $10,000 (at a minimum), not to mention you'd still need procedures to operate and maintain the machine, and a method to assess the concentration and purity of the isolate.

Here's a video of how to make CBD...as you can see, it's more than just a basement or garage endeavor.

A more likely and simple explanation is that they simply bought CBD oil online from a vendor, and added it to baked goods. If you bake a tray of 24 cookies with a dose of CBD oil, and handed 'em out at a county fair or parties, you could pretty quickly reach the numbers they are claiming.

Either way I agree - it is not likely that this Keiji has the means for mass production right now.
