All I could really find was one article but again it only talks about wanting to crossbreed their GMO silkworm with the local. What it does say is the hybrid breeding will be under the supervision of Vietnam Authorities.

My guess simply is it hasn’t been done yet, Vietnam or even better yet Jet Li holds this key to all of this and is strategically playing these delays somehow to his advantage. Obviously he was instrumental in getting them into Vietnam, then the grand opening of Prodigy, everything seems to be falling into place then Bam. that same holdup as in Lam Dong. Jet Li could have had this up and running by now, he seemingly had all the right contacts, got the infrastruture all laid out. But ironically somehow couldn’t get the worms. I doubt it very much. I don’t particularly like the way this is playing out in Vietnam. I don’t Kim invisioned these delays and is now is just trying to keep his head above water.
