Are they able to still issue shares to clears debts to bond holders ( I assume they are ) Are existing bond holders (not insiders) allowed to dump into the float ?? Is an NT10Q enough to stop a company directly diluting, ie the current state... It was my understanding it needed the STOP / CE flag for that to kick in.. ( I expect Im wrong) Genuine questions, be kind / informative... we all have to learn.
