Look at the list in the FS
There is a list of ALL the permits needed. It is about three pages long. Just from memory I recall:
Permit to store more than 1000 gallons of fuel
Permit to store and use explosives
Permit to use two way radios

There are lots more. I am sure they ALL take time, effort, and money to obtain. Niocorp needs to set priorities. I don't doubt that there are SOME permits that financiers would really like to see in hand. I am sure there are some that are much less important or will not be needed for 3-4 years. This is not the first mine that Honan/Smith have run. This is not the first mine people like Traxys/Carlyle have financed. I suspect that beteen them they can figure out what's important, what's needed now, and what can wait. It will probably be impossible to apply for some permits until the detail design work is done. This will not be done until after financing.
