I think this is very simple.

If they get partnership with someone from Japan, this will go up and multiply share price. Of course it takes significant upfront payment too.

If they don't make this deal, it will still go down as there will be need for an other offer. They told they have cash now until next summer. There is still plenty of time to make the deal.
