Let's examine the language from that carefully worded statement. Declaring what he would like to declare is just stating his desire, not that it is true. Also, they are initiating a "corporate investigation", which would seem to indicate that it is an internal matter.
Although, maybe it is just his wishy washy way of speaking since they "would like to caution investors" as well, as seen in this paragraph, "We strongly condemn this activity and would like to caution investors to be wary about future press releases that may be released via UNPRD about our Company activities."
