Why do you say that SS?
I thought the whole idea of a summary judgement was to expedite the process.

My limited legal expereince tells me that a summary judgement is preferred for one of two reasons.....

1. The side asking for it thinks it can win and wants a judge to call it.
2. The side cant afford a drawn out litigation, and wants a judgement sooner rather than later.
