I wonder if this could have anything to do with the professionalism, training and work ethic inside the British public health system. I have a friend who was a hospital administrator in Maryland and raised a big stink so that he could visit his aunt in the hospital in London during the hours that the doctors do their rounds something which is otherwise never allowed. He observes the doctor going from patient to patient without washing his hands in between. He stopped the doctor and told him to wash his hands and put on gloves The doctor did so but I accidentally dropped the glove box in the sink picked it up and put it back on the shelf.
