I suspect you are referencing this (

~ the 14 minute clip thru 16 min 30 sec clip, in 1962. If you listen to his words, I do not think he referenced 1963, nor not five years, rather, he states the target goal of accomplishment is ¨within this decade(the 1960´s)¨.
