MY gut tells me Rufus was scammed. He was scammed by people that told him they owned a bond and could sell it to him. The bonds are probably worthless. Rufus was sold the right to that ownership. what was the price? did he pay the price? Did he just buy the rights to market the bond? Will anyone pay for the bond? eventually someone owes that debt?
I don't think the internet education was enough to protect Rufus against the scamsters. They saw him coming.
