Pure speculation based on that they chose to announce the cash dividend policy in their filing instead of PRing it separately (although we desperately needed it before).

If Solomon hates shorts - and believe people are shorting SIAF - then they should issue such things (TRW-distribution, cash dividend policy, cash dividend etc) in PRs when noone expects it. So far SIAF must have been a shorters delight.
