Perhaps they put off declaring a cash dividend until there is cash to pay it? Perhaps that is a good idea?
Well, they shouldn't declare a cash dividend policy unless they were 100% sure that they would live up to it... And Solomon shouldn't spend any money on capex unless he was sure there would be money for the cash dividend.
No matter the reason, the market doesn't trust that SIAF has the cash, so not declaring it now is -from the market's perspective - "admitting" that they will not have the cash.
