would a genius use a lawyer that was banned May 1, 2018 by OTC as a prohibited-service-provider to file the companies share offering Aug 30, 2018

CEO pays him 25K for what could be a false filing, why would he have the company associated with these people. IS THAT WHY the R/S Aug 3rd was denied aswell...WHY didn't the genius use the current SEC council?
