One can intentionally have omissions and gaps and then the lawyers and courts will come back to them and admonish them but give them time to correct a poorly presented BK filing. Then correct a few things, resubmit it and they will call them out again and this can go on quite a long time. Courts don't really care as it gives them space as well.
How long the courts let them get away with this technique is up to the judge.
I think that's what is happening here too.
