I suspect they could answer phones/reply to mail

from current or would-be investors regardless. In fact, it's their duty to do so.
Oftentimes, Federal Agencies make contact as a private individual and Not as a Federal Agent.

Regarding message boards, anyone who takes advice from a message board is either very new-to-the-game or haven't learned very much from message-board pumping/bashing.

Message boards are good for one thing only -- that is, to look at the comments for ideas and then check them out yourself.
