I read it (the PDF). It is merely based on daily short volume and hence invalid for my taste. If there would be a RegSHO, i.e. this a threshold security w/ failures - of course there would be a case. Here: Not.

Even the SI is very low, just 373.8k decreased even http://shortsqueeze.com/?symbol=cydy&submit=Short+Quote%E2%84%A2

So if anybody wants to make a point here (and you don't need to convince me), you need to prove there are shorts not being delivered (naked) for more than 5 trading days, the rule.
How do you do that?
