They will get the permit first, then they can apply for their state cultivation license. Not sure if they will apply for it via Coachella or not first, as they have it there as well.. However, What we have with Robles is a copy of the Application they Submitted with Plans, not conditions from SLO that i saw... Part of the application asks what Permits, licenses, Govt approvals would be required for the project to operate..

State Cannabis Nursery License, from CDFA
Sellers permit from CDTFA (CA Dept of Tax and Fee Admin
Cannabis Cultivator from the State Water board
LSA Lateration Agreement or Waiver from CA Dept of Fish and Wildlife
Building and other related Permits from SLO County.

From what i understand, LVVV has done all of the above already (minus the Sate Cultivation License Part) and completed, Per Bill.. So they are just now waiting on their meeting scheduled for the approval. It wouldn't make sense for any city to make getting a State License First as a condition, before local permit approval when it isnt even possible without Local Jurisdiction approval first. Not all businesses are going to want to operate in multiple cities/counties..
