ROTFLMAO Tell us something we don't know. All of your quotes simply state one fact. Companies can't transport industrial hemp plants and seeds to states that don't have a research program. Everything else is legal as long as the state approves. Your first quote says it all...

The growth and cultivation of industrial hemp may only take place in accordance with an agricultural pilot program to study the growth, cultivation, or marketing of industrial hemp established by a State department of agriculture or State agency responsible for agriculture in a State where the production of industrial hemp is otherwise legal under State law.

It's all about the plants and seeds. You can't study the growth, cultivation and marketing of industrial hemp without growing, cultivating and marketing it in the states that allow it.

Nothing in you post addresses the extraction of CBD or its production and distribution, which is where mCig is concentrating it's revenues.

Debunked Again
