Bmel it would appear that yes, they can grow clones in Coachella. However. without the state license they would be limited in business scope to Coachella, CA only. The local permit basically enables you to cultivate the clones on the permitted premises. The BCC license allows you to transport them, and the state license allows you to transport them anywhere within the state of California.

So think of the state license as a umbrella, under which the cloning and transporting occurs.
