interesting that Torno claimed last December 22nd that with his discussions with OTC the skull and crossbones would come off within 30 days. Here it is October 2018 and C.E. status still remains.
Its possible that Torno is turning turtle because other related tickers like NOUV,ALYI,PJET,USMJ,PURA and ALKM have also been the subject of recent promotional activity from the likes of NextBigTicker and Insider Financial.
