I believe both of you are wrong. While you are right that

.07 = 7%

But but but but... you have to also admit that...

It is ALSO true that

7% = .07

It's the community property of transience logic which states that the equals sign signifies not only equivalence but also absolute equality.

So hopefully that puts the matter to bed once and for all.
