That's completely different. But probably a simple misuse of the word, by Heffernan, huh? You have to admit, the word should be "owns" representing present tense.

And it would be "IS owned and operated" when used in a complete sentence.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
