They settle debt (other payables). Debt is reduced by $0.55 for every share they issue.

What they have done is settle old debt because they had to due to a lack of cash. Another thing they have probably been doing is settling not so old debt and take on more debt at the same time, effectively raising cash.

You can see it in the stockholders equity figure which is up by $14M this year. Roughly half came from profits and the other half from issuing stock.
