I see it in the last 8-k filed on Sept. 7. It was part of his employment contract that he have an option to purchase 3 million shares at the higher of 2 prices, the last being set on September 5, 2018.
It appears he immediately bought them the first chance he could which would be 9-5-18.
It also appears he paid more money than if he had just gone and bought them in the open market.
JMO.
