Authorized and issued are different things bro. Doesn’t mean they will use all of them nor does it mean what they use will be all at once. They have to have shares available for when funding or partnerships roll in so they can strike a deal. While this will cause dilution it also means they can start bringing in revenue to bring up the pps again
