Actually no, Lamperd did mean "medically" unstable persons when they were introducing the extraction shield. I had the chance call and talk to Barry about this last week because I thought it was something my local police department might want to buy. The intention for this shield is for use in tight spaces like the back of vehicles including ambulances. Barry said that sometimes there is a person who is injured and flailing around out of control and the police or ambulance crew need a shield to force them into or out of vehicle without having to have close personal contact that exposes them to biting, scratching or blood contamination.

These types of shields are in use now but the new Lamperd design is a better one that is safer because of the flexible handles. I am going to show the info on this shield to my local police next week.
