Lets assume he's telling the truth, the heavy lifting has to have something to do with the new venture, hopefully with Henry.

Getting the State filing current is NOT heavy lifting, it's a couple of hundred bucks...

Next on his list is the OTC filings ( and payment ) this is costlier and I'm sure he had no intentions of ever doing it unless things worked out with Leong.

So......imho, if he follows up with the missing fins and pays the OTC things will get very interesting here and very quickly...
