No a offer of settlement is not related to the shares being revoked it is something that was added to the order and clearly submitted to SEC by the company per 2013 filing - we should all have a copy of a letter with an offer of settlement from superior per this 2013 revoke filing

shareholders have no legal right to accept or not accept revoking as far as I am aware and we did not have any kind of vote on it and we never received any notification in writing asking for a vote - which makes sense because like you said the revoke of trading was due to filings way overdue
