That 260K net profit was for a single quarter! With 260K profit for one quarter, let's say an even 1M for a year (it was at 700K last year). At 40M+ OS (20M float, 20.4M held by insiders), that's .06 dividend/share/year. A conservative multiple in the PEO sector is 10 (up to 18). At 10, this price could easily be at .60!
