that is a very powerful monthly chart for one huge reason: VOLUME

notice how the JANUARY and the MARCH monthly swing highs were both tested by the September 2018 swing high on AT LEAST 200% to 400$ greater volume.

This means on a simple supply demand basis that the 3.00 level will be exceeded in a very big way, it is just a question of time.
