Don't think there's a defined time limit to progress/conclude a case. I saw foreclosures go 8-9 years prior to a Final Judgment being entered. The civil circuit judges in Broward are up to their ears in cases, and they rotate dockets periodically. It's easy for them to have a case fall off their radar. Eventually one will order a case management conference to obtain a status on the case and if plaintiff fails to appear it'll be dismissed, but that could be months to years away.
