I take it that you don't know exactly what the filing means either.
Here's the full quote:
"This is the form required under paragraph 4(1)(d) of Multilateral Instrument 51-105
Issuers Quoted in the U.S. Over-the-Counter Markets for an OTC issuer to give notice
that it has ceased to be an OTC reporting issuer under section 3 of the Instrument in a
jurisdiction other than Québec."

I know what a "reporting issuer" means to the SEC but I have NO IDEA what it means to Canadian authorities. And I have absolutely no idea what an "OTC reporting issuer under section 3 of the Instrument in a jurisdiction other than Québec" might be. I could guess but I won't.

So before anyone thinks that what I quoted indicates what you appear to have concluded ("So the company has finally collapsed?") I'd suggest that they need to do some homework. You might want to consider doing that as well.
