So Cowboy hat Hanks is doing a RS for uplisting purposes. What is he going to do when this is back at a subpenny and they are back trading on the stinky pinky exchange?

Uplisting to trade on a different exchange is silly. Now uplisting to meet a financing criteria is a different story.

Unfortunately the latest filing doesn’t say this.
