Some may discount Ms. Sokoli in the Albanian 3Pow office, but she was much more confident in her answers this morning than when we last spoke beginning of Aug. I know several others of you have had conversations with her, so this may just be a review.

Points of interest:

- forward progress is being made on the Shala project, meaning a number of the 3rd party processes have been lined up and are being approved (she mentioned engineering specifically)

- she all but directly said that the 3Power filings have been delayed until certain parts of the project are ready to go.

- she said the same about the website. Its been down because there hasn't been any useful information they can share yet that adds anything. That is changing. The concession contract and other documents will be up on the website as well.

- she encouraged me to call back in a month or so as she felt there would likely be more answers she could provide then.

Take it all as you will, but something has definitely changed and the Shala side of things is moving forward IMO.
