Dilution and dividend are opposites. Real life is heavy dilution for Siaf. No company that is diluting should be paying dividends, it makes no sense. Except if you are trying to save the face of a scam.
Shareholders should demand ending the dilution at 1,5% of the book value.
But i guess most know it won't stop and most know the book value is just hot air, so they prefer these share price manipulating tricks like non-binding "dividend policy announcements".
