To sell shares -> "dividend policy". Won't be paid, they started backing up already. Besides they have diluted worth many NEGATIVE dividends this year already. Totally absurd but it's not if you admit it's just a scam
Earlier ones were years ago, most likely with some poor investors loan money. Since then total yield -90% including that dividend.
Yes for making scam look legit and to aid share sales.
