I believe the billions of shares of NOUV that traded last year (starting in October) were insiders loading up in anticipation of this deal with PURA.

Don't you find it odd that billions of shares suddenly traded from .0001-.0006 without any news or updates from NOUV? It seemed like a pump and dump at the time. But now, looking at last year's PRs from PURA, the timing is too coincidental for there not to be a connection:
