Easy-Peasy: Amount of water needed is related to the pressure. The energy requirement for just the water is related to how high the water has to be lifted + the inherent losses.
This is a simple physics problem, one I've worked out and posted on this board. One can ignore all the losses in the pumping mechanisms and there is still not enough energy to turn a profit.
