Shares Outstanding 471.99M according to Bloomberg

and Outstanding Shares
619,115,348
06/30/2018 according to OTCmkts

sometimes these two analytics systems are extraordinarily different in terms of the info they have on companies. I dunno what to make of it. any ideas?
