THERE IS ONLY ONE PATH TO GSE REFORM.

The point is that the divergence between the two polarized camps has not narrowed even one, tiny iota in ten plus years of conservatorship. That leaves only one resolution to the impasse: restore the GSEs back to their original condition. This means as monopolistic private enterprises operating under a veil of implied government guarantees where their dimension is "too big to fail" and "too big to add to the Federal debt" and where shareholders get all the goods in GOOD TIMES and the government gets the bailout bills in BAD TIMES.

This is the ONLY way you are ever going to get the two sides to sit down and compromise on any comprehensive legislative reform that addresses the conflict and resolves it, once and for all. For Mnuchin, this outcome is the best alternative because instead of treading water for another decade or acting in some hotly contested administrative fashion, he can actually throw the conversation back on the politicians that have split hairs and kicked the can down the road, getting absolutely NOTHING done that matters.

Cut 'em loose. Restore their capital that UST seized. End the SPSPA. End the sweep. End the warrants. End the conservatorship. Take credit for resolving the impasse no one else would tackle. Force Congress to do its job to legislate. Keep the Executive Branch focused on its Constitutional duties. Stop seeking ways to do legislator's jobs for them in some half-assed administrative reform that only leaves the Trump Team open for criticism and blame for risks to both sides that simply refuse to take action to protect their interests.

This solution is reality. This solution is effective. This solution is quick to implement. This solution is the YanksGhost ultimate plan to end this saga and finally drain the swamp.
