haha, get out. Based on what technical information? You do realize this is a penny stock right? It's all based on promises, dreams and "what ifs". Generally if a penny stock bio/pharma company is looking promising, even at penny stock stage, it generally IPOs at quite a high price, around the 4-6 bucks range. (See Viking therapeutics).
