Whatever FHFA thinks is in taxpayer's best interest is what they can do as per the Court's rulings regarding what HERA allows.

If they think Receivership is in the taxpayer's best interest, then that's what will happen. And it will be legal, at least until the Courts say otherwise (which may never happen).
