And PWC was going to assign the highest reasonable valuation it could at that time in order maximize the interest in the SISP.

The SISP failed and they moved to liquidation.

There is nothing unusual at all about a final liquidation price being a fraction of some earlier “valuation” statement that was part of the marketing campaign for the company.

The problem is that many latched onto it as some promise or realizable value.

The plant is worth what someone will pay for it.

We now know that price.
