I asked my broker (Fidelity) about them loaning my shares (to shorts) and they told me they can't borrow my shares to loan to the shorters unless I am also borrowing from Fidelity in my margin account.
So when/if I do use margin for any purchases then at that time they could borrow from me too up to the amount I borrow.
