i think there's been a few 15 filers suspended, but they've also been stocks that were relatively if not completely inactive. in any case, it seems the worst kind affront to the SEC is to be a reporting company AND NOT report. worse yet, its such an egregious form of etiquette that not one stock that was suspended for being SEC delinquent has ever found a way to come off the greys. obviously no self-'suspecting' MM can be found for the required S-1. otoh, a scam sent to the greys can and has indeed come back. its not easy, but there's always the possibility for plausible deniability.

ah, but should you forget to tell someone at the SEC thatt you don't plan to file anymore... well! there's simply no excuse for that.

anyways, long story short, the SEC delinquent stock is low hanging fruit. i imagine they will at some point begin to eliminate the (relatively) inactive issues, form 15 filers included. there's simply no respect for anything in pink-penny land, especially when regarding investors. this is a trade to play game.
