Well no. The pre14a says they currently should (are supposed to) have 5.3 billion shares just on reserve, not to mention shares also in the float. You’ve written regarding future additional action. Because they are already share count deficient by several billion they effectively say they can’t tap for more money until the 1:500 Reverse consolidates everything and where they can then dilute again too. They can get note holder permission to adjust the reserve share requirement, which they did before the previous reverse.
