To sell hundreds of millions of shares would take over a year at this volume. With that many shares on the "ask" the price would likely go down, although going below one milray is not mathematically possible

But here's the thing, and to your point, what if there really are a handful of investors who each own hundreds of millions of shares? What if???

They can't sell. And so a short seller can't cover.
